ENSA Paris-la Villette’s Plateforme d’Actions et de Coopérations Territoriales (PACTe) is intended to be a toolbox for raising the profile and enhancing the value of what’s already out there in terms of off-site teaching and research practices, both nationally and internationally. It will provide technical support for the development of these practices, and disseminate knowledge and architectural culture to local players and authorities, particularly in areas with a low level of architectural engineering, and more specifically in the Bourgogne-Franche Comté region.
Through PACTe, the aim is to define a territorial cooperation strategy based on the various existing forms of partnership, linked to an analysis of local needs.
Actions taken :
Inventory and analysis of partnership practices under agreement and identification of pedagogical practices not under agreement since 2022, based on analysis of partnership agreements between the school and its partners and pedagogical data sheets.
- Internal assessment: analysis of current practices and identification of needs: internal interviews with administrative departments and a panel of 19 teachers.
- External assessment: initial interviews with local operators (decentralized government departments, state operators/agencies, associations, local authorities) to identify practices and gather information on needs.
- Analysis and identification of initial operational avenues in terms of processes and tools.
Discussions with the DRAC Bourgogne-Franche Comté and the Communauté de communes du Clunisois have already strengthened and reactivated the prospects for cooperation between the School and the Region.
Over the past few years, architectural training has undergone a real territorial shift, prompting establishments to become part of cooperative frameworks and to participate in the dissemination of knowledge and practices to local authorities and civil society players, as part of their missions to “provide expertise and support for public policies” and “disseminate architectural culture and architectural issues to establishments”. At the same time, ENSAs are increasingly called upon at various levels of public action: central government departments via interministerial agencies or structures (Agence Nationale de la Cohésion des Territoires (ANCT), Plan Urbanisme Construction Architecture (PUCA)…), via decentralized government departments (DREAL, DDT…) or at local level by local authorities (communities of communes, municipalities, regional nature parks, etc.). These local situations, in all their variety and diversity, are veritable reservoirs of educational initiatives that need to be worked on and treated as resources for establishments, and as levers for adapting the training offer to local needs and the professions of tomorrow.
