Legal Counsel - Public Procurement (M/F)

Reporting to the head of the legal department, the Public Procurement Attorney (M/F) performs the following duties:

  • Providing advice, guidance, and expertise in structuring, negotiating, and drafting the institution’s legal agreements;
  • Implementation and monitoring of public procurement procedures (MAPA and formalized contracts);
  • Coordinating and drafting cross-functional agreements (MAD, sponsorships, educational and/or cultural partnerships, research partnerships, copyright agreements, exhibitions, etc.);
  • Drafting and managing contracts (for services, publishing, etc.);
  • Management of specific cases (GDPR, insurance, pre-litigation/litigation, etc.);
  • Participation in the development and distribution of methodological tools for the institution’s various departments;
  • Legal monitoring of all the institution’s operations.

  

Profile required:

The legal professional (M/F) has an aptitude for integrating various areas of law related to the institution’s different departments (research, publishing, teaching, finance, logistics, etc.).
A Level 7 Master’s degree would be a plus.
Proven experience in public procurement (1 to 2 years).

Technical skills:

  • Areas of law and their development (knowledge of legal texts, ability to apply them) – Master’s degree;
  • Knowledge of public procurement regulations – Proficiency;
  • Legislation and Dispute Resolution Procedures – Beginner;
  • Understanding Public Administrative Institutions in Higher Education – Practical Guide.

  • Search for, identify, analyze, and synthesize information;
  • Master legal analysis and writing;
  • Take into account the needs and constraints of the departments;

    To mark the 3rd edition of “Biblis en folies,” a three-day national event dedicated to libraries and media centers, the ENSA Paris-la Villette media center is publishing “Les fondamentaux,” a list of books recommended by the school’s faculty and research professors.

    “Biblis en folies” is an initiative of the Ministry of Culture. The event will take place on October 2, 3, and 4, 2026, throughout France.
